Is this the Meta Conversions API?

Yes, and the equivalents for Google Ads, TikTok and Microsoft Ads as they ship. Meta's is already running in the hub.

Will it double-count with my pixel?

It shouldn’t: each send carries the same event ID as the browser event, so the platform can deduplicate it.

What gets sent?

The event, its value and a hashed email, for visitors who said yes to ads. Nothing for anyone who said no, and nothing modelled.
